The CPS has proposed resuming flights to 9 European countries and China

The Federal service for supervision of consumer rights protection and human welfare (Rospotrebnadzor) has offered to restore air links with nine European countries — Britain, Hungary, Germany, Denmark, Italy, Netherlands, Norway, Poland and Finland, as well as China, Vietnam, Mongolia and Sri Lanka.

This is stated in the letter of the Deputy head of Rospotrebnadzor Mikhail Orlov, which he sent to the Federal air transport Agency and the Ministry of transport on Wednesday, 8 July. RBC has a copy of the document. The list of countries in which the Agency proposes to renew the message, confirmed RBC two sources in major airlines and in the tourism market. The authenticity of the letter Orlova confirmed and official of one of profile departments.

But decisions about the resumption of flights in these 13 countries yet, warn the interlocutors of RBC. This is only a suggestion of the CPS. “This is one of the proposals was discussed a lot. The outcome, I think, will be very different, “added the source familiar with a course of interdepartmental discussions.

The official representative of the foreign Ministry Maria Zakharova told RBC that the Ministry jointly with the Federal service and the Federal air transport Agency continues to work on the list of countries with which the possible resumption of flights in the first phase, it will revert to the government. RBC has sent requests to the press service of Rospotrebnadzor, the Federal air transport Agency, Ministry of transport, as well as the press-Secretary of the Prime Minister.

How to remove restrictions on flights

The Russian government on March 27 suspended the international regular and Charter flights because of the threat of the spread of coronavirus. In early June, the Federal air transport Agency has suggested the CPS, which regulates the removal of restrictions related to the epidemic, partly to open up international flights on July 15, but still had no answer to this appeal. Moreover, the Federal air transport Agency has sent the Russian airports and airlines telegram, which refers to the extension of the ban on entry into Russia of foreign citizens to August 1, which actually prohibits and check out.

Now the CPS has carried out an assessment of the epidemiological situation in these 13 countries, they can be considered “as candidates for the resumption of flights in the first stage,” Orlov writes in a letter to the Federal air transport Agency and the transport Ministry. The official refers to the minutes of the meeting of the operational headquarters for the prevention of introduction and spread of coronavirus infection, which took place on 6 July. At this meeting it was decided to accept the proposal of the Ministry of transport, Rosaviatsia and “Aeroflot” about “the feasibility of resuming international flights in two stages,” reads the Protocol of this session (RBC has a copy of the document, its authenticity was confirmed by a source in the government).

This document does not specify which countries will consist of two stages of the resumption of flights and the timing of implementation of these stages. But it says that the Federal air transport Agency together with the Ministry of foreign Affairs and Rospotrebnadzor had until July 8 to submit to the government an agreed list of foreign States with which it is possible to recover flight on the first stage.

Even if the list of CPS will be agreed with the government and Russia decides to resume message with these 13 States, not the fact that they allowed the Russians. President Vladimir Putin meeting with head of “Aeroflot” Vitaly Savelyev on 6 July stated that the situation with the opening of the foreign airports for Russian tourists remains unclear. “It is unclear that will make our partners in many countries, including in Europe, yet they can not understand. And it is unclear when they will open their borders and territory to third country nationals, including Russian citizens, even in the summer holidays“, — he said.

30 June it became known that the European Union has included Russia in the list of countries for which 1 July was opened the EU border. At the first stage entry into the European Union allowed for the 14 countries where the situation of coronavirus is not worse than in the EU. The list includes Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Puerto Rico, Serbia, South Korea, Thailand, Tunisia and Uruguay. To enter the EU from 1 July to the citizens of China — if China will allow the entry of residents of the EU.

Are there any other questions to the list of CPS

It is strange that in the list sent to the Federal air transport Agency and the transport Ministry, do not hit the nearby country with a high flow of labor migrants and relatives, said RBC source in the tourist market: Armenia, Azerbaijan, Belarus, Uzbekistan and Tajikistan. In addition, the list of those countries which expressed its willingness to accept the Russians — Turkey and Egypt, he added.

At the meeting of the operational headquarters on 6 July, the head of Rospotrebnadzor Anna Popova suggested approaches for the assessment of the epidemiological situation in foreign countries for the solution of the question of resumption of flights on the basis of such criteria as growth in the incidence of coronavirus in the last 14 days and prevalence of infection. This is stated in the Protocol following the meeting oberstab. These criteria prior to July 8, was to develop the CPS in coordination with the Federal air transport Agency and Ministry of foreign Affairs.
