Putin said about the “time bomb” in the USSR Constitution

The President of Russia Vladimir Putin in interview to the program “Moscow. The Kremlin. Putin” on TV channel “Russia 1” said that the Soviet Constitution contained a “bomb” on the right of exit of republics from the Union, reports TASS.

According to the head of the state in the Soviet Constitution were laid Leninist thesis on the law of exit of republics from the USSR. “This is a time bomb, laid in 1922, with the formation of the Soviet Union“, — said Putin. He believes that Russia needs to avoid these things.

As the President noted, the decision to adopt the amendments to the current Constitution is absolutely correct. “They will strengthen our state, to create conditions for the progressive development of our country for decades to come“, — concluded Putin.

A nationwide vote on amendments to the Constitution lasted for weeks — from June 25 to July 1. The last day was designated as the primary voting day. Residents of each region could come to the polls any day, and Muscovites and the citizens had the opportunity to vote in an online format. The voting procedure ended on July 1 at 21:00 GMT after closing the last polling stations in the Kaliningrad region.

According to the Central election Commission (CEC), the turnout for the vote amounted to 67,97%. According to estimates, for changes to the Constitution voted 57,7 million Russians — 77,92% of those who voted, voted against 15.7 million — of 21.27%.

Amendments to the Constitution of Russia entered into force on 4 July. The corresponding decree was signed by the President. The same decree the head of state decided to publish the Basic law with amendments on the official Internet portal of legal information.

After signing the decree, Putin said that the changes going on, “without exaggeration, by the will of the people.” The President also announced a large-scale legislative work, because the law must be brought into conformity with the amended Constitution.
